I do not think that it is necessary for us to comment on memorandum prepared by Ir. Follows except to say that bearing in mind the difficulties and uncertainties surrounding the whole of this question, either of the alternative presentations, wäich ha proposes as statements of accounts in Appendices I and II to his nemorandum, seems to us to a reasonable interpretation of the facts of this complex situation. be quite realise however that you may wish to present the facts in a differant way.
I am sending a copy of this letter with enclosures (except for the detailed Far Office list of stores) to Harris of the Treasury.
